Should governments set the framework conditions in order to avoid the free play of the (water) markets?

Or is the free functioning of the markets good for avoiding abuses of water consumptions?

Situation in the third world

"There is a clear correlation between access to safe water and GDP per capita However, some observers have estimated that by 2025 more than half of the world population will be facing water-based vulnerability. A recent report (November 2009) suggests that by 2030, in some developing regions of the world, water demand will exceed supply by 50%. Water plays an important role in the world economy, as it functions as a solvent for a wide variety of chemical substances and facilitates industrial cooling and transportation. If we base our discussion on these facts it is clear that governments in some countries simply cannot afford (or do not wish to for that matter) to distribute water not only in the future, but that the access is greatly restricted even now. I believe that there should be some private involvement allowed, but this shouldn't exploit the citizens. I believe that if a country cannot afford to get its water supplies now the situation will only worsen. Hopefully World Bank or the United Nations will realize this as they (along with the support of the international community) are the only party that can really help fund water efforts even in the third world, considering the use of private sector's supply.

I think that markets should function since they can avoid abuses of water consumptions.An extreme movement the framework conditions set by the governements. I think rather the same.

My insight

I believe that at least for the moment, markets should function freely since they can finely avoid abuses of water consumptions. After all I find it extreme to have framework conditions set by the governements, an extreme in my opinion movement.
